The Early Learning Data Administrator is responsible for assisting the ELS management team in the implementation of the ELS  program including contract compliance, staff training, external and internal agency communication and data analysis. The Administrator is responsible for generating and analyzing program data reports for program planning, development, quality assurance and the establishment of an integrated services system. He/she ensures the integrity and security of the ELS program database; maintains the data quality by identifying and solving database issues and meets data specific program requirements; as well as supports program database users. 

Responsibilities:

  • Support program managers in identifying and analyzing program data to help evaluate and determine efficacy of programs, needs, and trends. Develop startegies to streamline reporting.
  • Analysis of data from the ELS, Early Learning San Francisco and Vertical Change databases and assist with program planning, development and improvement. 
  • Communicate with database vendors for technical support  installs and upgrades the database servers and application tools as needed.
  • Creates a Dashboard template for the ELS program and makes improvements to the Dashboard as needed. 
  • Be responsible to create data analysis report for the ELS program and be able to present finding/conclusion of the report to the public, program staff, and our funders 
  • Guide, train and update staff who are using database. 
  • Be responsible to translate data message into a clear and understandable message to staff and funders both verbally and/or in written documents.
  • Other duties as assigned. 

Requirements:

  • Bilingual in Spanish or Cantonese is requirement. 
  • Bachelor’s degree in IT, Accounting, Business, Math, and Science or related.
  • Experience working with State and/or Federal child care subsidies and knowledge of need and eligibility regulation preferred. 
  • At least 2 years of database management experience with 1 year of data analysis experience
  • Advanced Excel and experience creating templates with advanced formulas
  • Strong mathematical, problem-solving, communication and analytical skills
  • Be familiar with the main data manipulation languages and the principles of database design
  • Ability to analyze demographic and statistical program data
  • Be creative in the development and design of databases and reporting systems
  • High level of accuracy and attention to detail
  • Ability to work independently and as a team member
  • Data experience with Python and SQL skills will be a plus
