The Early Learning Apprenticeship Program Workforce Manager will oversee the development and implementation of Wu Yee’s Early Childhood Educators’ Apprenticeship Program and general program workforce functions. This includes ongoing program development and funding, staff recruitment, hiring and onboarding, overseeing data collection and reporting practices, and implementation of the policies and procedures related to job placements, degree advancement and development. The program seeks to develop high quality Early Childhood Educators by addressing the shortage of qualified workers in the early childhood education pipeline.

The Early Learning Program Workforce Manager will supervise the Community Outreach Coordinator, Early Learning Success Coach, and Workforce Education Coach.

Workforce Program Manager Responsibilities:

  • Develop and lead high quality programming that facilitates apprentices’ and general candidates’ job placements, degree advancement and development.
  • Develop, implement and monitor systems to support data collection and accountability practices around program participant progress.
  • Recruit, develop, retain and motivate a highly qualified and mission-driven staff team in collaboration with the Human Resources team.
  • Oversee technical assistance and support to early childhood apprentices (e.g., on-the-job-learning (OJL), academics, success services, etc.).
  • Develop the systems to facilitate relationship-building and ongoing communication with key stakeholders, including relevant workforce development organizations and initiatives throughout the state.
  • Develop systems to guide and support apprenticeship program enrollment.
  • Facilitate the development of relationships and maintain communication with key stakeholders including organizational partners, funders, program participants, college/university liaisons, etc.
  • Sustain existing funding and contribute to the development of grant-funded initiatives.
  • Monitor and control department budgets so that resources are devoted to top priorities and strategic objectives.
  • Supervise, coach and evaluate a team of employees assigned to the program.
  • Develop and implement systems to track, evaluate and monitor internal human resource activities, placements and paperwork ensuring effective and timely database management and reporting.
  • Participate in Department and other Wu Yee Children’s Services meetings.

Workforce Program Manager Qualifications

  • Bachelor’s degree in educational leadership, child development/early childhood education, public administration or related field or proof of competency to successfully meet the job requirements.
  • Five years progressively responsible professional experience which demonstrates supervisory and administrative responsibilities.
  • Experience developing large scale programs and implementation systems, career advocacy, early childhood professional development program design/implementation.
  • Experience collecting and interpreting data as a means of supporting program development, improvement and decision making.
  • Experience working with 2 and 4-year colleges/universities, a plus.
  • Experience serving second language and immigrant populations, non-traditional college students, first generation college students, and low-income workers preferred.
  • Strong knowledge of theories and practices of federal/state subsidized programs.
  • Excellent verbal and written communication skills.
  • Valid California Driver's License/proof of auto insurance/annual DMV check required.
  • Criminal record clearance and health requirements that include physical exam, TB and immunizations.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Google documents, Outlook, database management and other computer programs necessary to perform the duties of the job.
